(c) To obtain from water originating in Colorado the highest duty for domestic uses and irrigation of lands in Colorado within the terms of interstate compacts. (d) To co-operate with tne United States under the federal reclamation laws and other agencies of the United States government for the construction and financing of works in the State of Colorado as herein defined and for the operation and maintenance thereof. (e) To promote the greater prosperity and gen- eral welfare of the people of the State of Colorado by encouraging the organization of water conserv- ancy districts os provided in thi~ article. " ~ 1r& ..~::' c-I 'A II II 11 150-5.3 JURISDICTION OF DISTRICT COURTS. The district court sitting in and for any county in this state of any judge thereof in vocation, is hereby vested with jurisdiction, power and authority when the conditions stated in section 150-5-4 are found to exist, to establish water conservancy districts which may be entirely within or partly within and partly without the judicial district in which said court is located, for conserving, developing and stabilizing supplies of water for domestic, irrigation, power, manufacturing and other beneficial uses os herein provided; provided that the terms of this article sholl not be construed to confer upon such district court jurisdiction to hear, adjudicate and settle questions concerning ,he priority of appropriation of water between districts organized under this article and ditch companies and other owners of ditches drawing water for irrigalion purposes from the same stream or its tributaries, and jurisdiction to hear and deter- mine such questions of law and questions of right growing out of or in any way involved or connected therewith, ore expressly excluded here from and sholl be determined in the proper County as otherwise provided by the laws of Ihe State of Colorado. 150.5.9 APPOINTMENT OF BOARD OF DIRECTORS (1) (a) Within thirty days after entering the decree incorporating said district, the Court sholl appoint u board of directors of the district consisting of not more than fjfteen persons who ore residents of the 4 C;) o N a ~ ef) counties in which the water conservancy district is situated, 011 of whom sholl be the owners of real property in said district. (b) At the expiration of their respective terms of office os fixed by the court, appointments shall be mode by said court for the term of two years. the court sholl fill all vacancies which moy OCcur on the board. Each direc.1or sholl hold office during tne term for wnich he is appointed and until his successor is duly appointed and has qualified, and sholl furnish a corporate surety bond at the expense of the district, in amount and form fixed and ap- proved by the court, conditioned for Ihe faithful per- formance of his duties as such director. " 150-5.10 ORGANIZATION OF THE BOARD OF DIRECTORS (l) Before entering upon his official duties each di- rector shall take and subscribe to an oath before an officer authoriz.ed to administer oalns, that he will support the constitution of the United States and the State of Colorado and will honestly, faithfully, and impartially perform the duties of his office and that he will not be interested directly or indirectly in any contract let by said district, which ooth shall be filed in the office of ,he clerk of said court in the original case. (2) Upon taking the oath, Ihe board shall choose one of their number chairman of the board and president of the district, and shall elect some suitable person secretary of the board and of Ihe district, who may or may not be a member of the board. Such board shall adopt a seal and keep in a well-bound book 0 record of all of its proceedings, minutes of all meet- ings, certificates, contracts, bonds given by employees and all corporate acts which sholl be open to in- spection of all owners of property in the district, os well os to 011 other interested parties. (3) Eoch member of the board sholl receive os com- pensation for his service such sum os shall be ordered by the court, not in ex.cess of the sum of five nundred dollars per annum, payable monthly, and necessary traveling expenses actually expended while engaged in the performance of his duties. 5
