<br />1994 ANNUAL REPORT <br /> <br />o <br />~ <br />~ <br />~ <br /> <br />MANAGEMENT AND BUDGET RECOMMENDATIONS <br /> <br />The Council's budget recommendations represent the minimum funding required for the <br />program to be successful in maintaining salinity below the federally-mandated and state-adopted <br />numeric criteria. AlJ activities are consistent with the salinity control program set forth in the <br />"1993 Review-Water Quality Standards for Salinity-Colorado River System." Unlike many other <br />federal programs, the salinity program provides a significant amount of non-federal cost sharing <br />(25-30 percent from the Upper and Lower Basin Funds) and an additional 30 percent of up-front <br />cost share from the local participating farmers for the USDA onfarm program. The non-federal <br />participants (land owners, irrigation districts, etc.) stand ready to contribute their up-front share <br />of program costs and the Basin Funds are capable of reimbursing their appropriate share as the <br />costs are incurred. The Council urges the federal agencies to vigorously pursue adequate <br />funding so as to allow timely, continual implementation of the salinity program in a vigorous. <br />and cost-efficient manner. The agencies funding requests should be in accordance with <br />Executive Order 12088, which directs the head of each executive agency to take all necessary <br />actions for the prevention, control and abatement of environmental polJution with respect to <br />federal facilities and activities under the control of the agency. <br /> <br />Table 1 contains the Council's recommendations for Congressional appropriations for FY <br />1996 and FY 1997. Tentative recommendations for FY 1998 funding to provide program <br />continuity ate also offered. The Council hastens to point out that any shortfall in these funding <br />levels will likely have to be offset by increased funding in subsequent years. In addition, delays <br />in the funding of the salinity control program will result in much larger total federal expenditures <br />to achieve and maintain the EPA-approved water quality standards and numeric criteria for the <br />Colorado River. <br /> <br />COLORADO RIVER BASIN SALINITY CONTROL ADVISORY COUNCIL <br /> <br />7 <br /> <br />~, <br />
