Return flows from the majority of
the rights diverting above Elkhead Reservoir will return to Elkhead Creek above the Elkhead
Dam and be captured in the reservoir. If an average consumptive use of 1.1 af per acre is
assumed, then there is a net depletion to Elkhead Creek of approximately 1,000 acre feet per
year occuring within this reach. This estimate is consistent with the information in the above
table which indicates approximately 4,040 af of withdrawal by diversion. This corresponds to .
an average overall irrigation of approximately 25 %. The original estimated yield of Elkhead
Creek has been adjusted to reflect these delpletions which occur between gages 9245000 and
9245500 and the the Elkhead Dam. The adjusted average annual yield is 63,510 af.

Aside from adjusting the estimated Elkhead Reservoir inflows to reflect historical
withdrawals not accounted for in the gage above the reservoir, a listing of all water rights on
the Creek was developed and reviewed. This water rights listing was developed to help
identify potential future conflicts associated with the filling or use of an enlargement pool at
Elkhead Reservoir with a water rights priority equal to the Juniper Project. Through this
effort, water rights totaling 56.87 cfs were identified as senior to the first Elkhead Reservoir
right (5,389 at) and another 57.01 cfs were identified as junior to the first Elkhead right but
senior to the second right (8,310 at). Several of these rights were located below the reservoir
but may have an impact on the overall water rights administration on Elkhead Creek. For
example the Norvell, Starr and Smith ditches are all senior to the second Elkhead Reservoir
storage right and account for an average withdrawal of 2,300 af per year downstream of the
dam.

4

Ji, :,,'b1'
