Since it is planned that the Bureau of Reclamation will not administer these facilities, this cost is not included in the above OM&R figure, However, the annual OM&R has been considered in the allocation of costs and economic analysis. First Stage Development Idylwilde Dam and Reservoir, with provision for future powerplant, could be constructed as a first stage development, The feature would be the same size as proposed in the plan of development. It would be constructed during the first 3 years of the construction period, and used initially for functions other than power in much the same way as proposed for the total development.
