<br />!"..'"J~6 <br />.....'.J ..J........ <br /> <br />. <br /> <br />PART II--:FEATUR:E3 AND ESTIMA.TE3 <br /> <br />Water Rep;uJ.a.t1on <br /> <br />Presented in this report is a plan to supplement the existing <br />irr1gation and municipal water supplies in the Cache la Poudre <br />valley. The p.la.n provides for new facUities constituting a uni-t <br />which would make 1'ul.l.es-t practical use of the po-tential water <br />supply. ]lew facilities consist of water s-tore.ge, regula-ting and <br />conveyance works, and power generating plants. <br /> <br />New features, to be located in the mountains, would provide <br />storage space for the following purposes: (1) to regulate presently <br />unappropriated surplus nows which now leave the basin unused; (2) <br />to consolida-te the storage of several plains reservoirs to effect <br />optimum utilization of these established rights; (3) to replace the <br />s-torage of municipal water in Greeley's mountain reservoirs, and to <br />regulate further the annual Fort Coll1ns and Greeley allotments of <br />Colorado-Big Th~son project water. In order to prOvide these <br />s-torage functions -the transfer of same water rights from the old to <br />the new facilities wi:luJ.d be required. <br /> <br />. <br /> <br />Idylwilde Reservoir would regulate nows of the main stem for <br />a year-round opera-tion of the Idylwilde and Cache la Poudre <br />Powerplants. A large portion of the stored water would come from <br />the heavy spring runoff resulting from sn= melt. The _ter in <br />storage would be released as needed for the generation of power. <br />Releases from Idylwilde Reservoir wouJ.d be made through the <br />- IcJyhrilae-Powerp1a.nt, -a .peaking instaUatJon, into Kinnikinick <br />A:f'terbay for reregulation. Water would be released from <br />Kinnickinick A:fterbay to the stream at nearly a uniform rate and <br />would now in the stream for about eight miles to the Rustic <br />Diversion Dam. With the exception of the fishery release and an <br />occasional spill, all the Kinnikinick release would be diverted <br />a-t -the Rustic Diversion Dam through the Elkhorn Conduit to Cache <br />la Poudre Forebay. This forebay would prOvide the capacity <br />needed for the peaking releases through the Cache 18 Poudre <br />Conduit and Cache 18 Poudre Powerplant permitting releases far <br />greater than the Elkhorn Conduit capacity. The Cache la Poudre <br />Powerplant wouJ.d discharge into Grey Mountain Reservoir. In <br />addition to its conservation function, Grey Mountain Reservoir <br />would serve as an afterbay for the Cache la Poudre Powerplant <br />and prov1-de terminal storage for winter power releases. <br /> <br />. <br /> <br />4 <br />
