The report was accomplished
to enable early consideration of special circumstances involving
recollDllendations for flood control improvements. The Sand Creek
basin is contiguous to the Cherry Creek basin and is hydrologically
joined to that basin by the emergency spillway for the existing
Cherry Creek project. Spillway flows from the Cherry Creek project
would, under existing and projected conditions, cause severe
damages in the Sand Creek basin. It is, therefore, necessary
that studies of flood problems within the Sand Creek basin give
priority to finding solutions which would alleviate the problems
imposed upon the Sand Creek basin by the threat of flows from
Cherry Creek. The interim report recollDllends construction of
flood control improvements.

The South Platte River, a tributary of the Platte River,
drains 24,030 square miles in Colorado, Wyoming, and Nebraska
and joins the Platte River near North Platte, Nebraska. The
Platte River, which drains about 90,200 square miles, joins
the Missouri River near Plattsmouth, Nebraska.

Sand Creek is a right-bank plains tributary of the South
Platte River, joining that river at Commerce City just north
of the Denver city limits. The Sand Creek basin drains a total
of 189 square miles in north-central Colorado, including portions
of Elbert, Douglas, Arapahoe, Denver, and Adams Counties. The
principal tributary of Sand Creek is Toll Gate Creek, which
drains 39 square miles of the west-central Sand Creek basin.
The basin economy is diversified, inCluding agriculture, resi-
dential development, and a rapidly expanding commercial and
industrial area in the downstream portion of the basin. Urban
expansion since World War II has been at a rapid pace.

Cherry Creek is also a right-bank plains tributary of the
South Platte River and enters the river in a highly developed

.

1
