001538

Public Scoping Comments, Gunnison River Contract, conI.

,.:;~~?>..
'~~~~./?:.~:?:'

5. GREENO+; p6.'2. Issue E. Protection of Guooison Gorge - The same values listed in Section C
above should be protected in the Bureau of Land Management's recommended Gunnison Gorge
Wilderness Area. Although the Bureau of Land Management claims no reserved water right, it is
required under the Federal Land Policy and Management Act and other statutes to protect
environmental and recreational values on public lands. The Colorado Water Conservation Board and
other state agencies also have obligations to protect the public interest and environmental values in their
decision making.

4. GREENO+; p6,'3. The Gunnison Gorge is very likely to be designated as a wilderness area and
as a wild river at some point in the future. The proposed contract should provide water sufficient to
meet the requirements of these designations.

4.

14c.

14b.

STUDY.

GREENO+; p6,'4. Issue F. Trout Fisherv and Whitewater Boating - Trout fishing and
whilewater boating are two of the most important recreational values that should be protected and
enhanced through the contr8.ct negotiation process. ' Studies should be done to determine optimum water
flows for both actiwties and the consequences of departures from these flows under each alternative
should be thoroughly-analyzed.

'I
1

GREENO+; p6, '4. GREENO+; p6, '5. Issue G. Electric Power Marketing (W APA Contracts) - The relationship
between the Gunnison River Contract and the Western Area ,Power Administration (WAPA) long-term
supply contracts needs to be defined carefully. Willtbe W APA contracts (currently under study in the
Electric Power Marketing EIS) control the terms of the Gunnison River Contract or will the W AP A
contracts be adjusted to conform to the Gunnison River Contract? WAPA should not enter into any
long-term contracts that would commit Gunnison River water unless it protects the flexibility of the
Bureau of Reclamation's position in negotiation of tbe Gunnison River Contract.

19..

GREENO+; p7,'2.

Issue H.
