Need for Environmental Imoact Statement - Negotiation of the <br />proposed Gunnison River Contract constitutes a major federal action with significant public <br />controversy; therefore, under the terms of the National Environmental Policy Act, an environmental <br />impact statement (EIS) must be prepared to analyze the proposed action and alternatives to il. The <br />tangle of interest and agencies involved in this issue is seldom matched. An ElS is needed to analyze <br />the enormously complex water supply and environmental protection issues in the Gunnison Basin. The <br />complexity of the issue is compounded by the controversy that accompanies il. Public interest in tbe <br />AB Lateral Project and the May 1992 scoping meetings on the contract reflect the great controversy <br />among competing interests for Gunnison River water. An EIS is the best way to respond to that <br />controversy and find ways to reach acceplable solutions. <br /> <br />22. <br /> <br />GREENO+; pI3,'5. A pro forma ElS would be no better than an EA, though. An ElS does not <br />. help if it avoids discussing real impacts in a clear way and which does not even address the alternative <br />finally adopted (e.g., the AB Lateral ElS). <br /> <br />21. <br /> <br />GREENO+; pI3,'6. Money for the EIS and associated technical and environmental studies should <br />be provided by the Western Area Power Administration and the Bureau of Reclamation. Some of the <br />money made by damaging the river's ecology should be put back into documenting the harm and <br />fInding ways to lessen it.
