We suggest the EIS fully assess the ability of various operations and optional water <br />service contract conditions to meet the water quality standards on the Gunnison River pursuant to <br />Section 313 of the Clean Water Acl. Particular interest should be focused on maintaining state water <br />quality standards of temperature and dissolved oxygen under various options and hydrologic <br />conditions.. . <br /> <br />15d. EPA; pl,'2h. ...Identifying the natural, pre-dam, aquatic conditions will be needed to assess stream <br />flow conditions requisite to preserving the biological integrity of the National Monument. We suggest <br />this effort consider the conditions necessary to preserve the aquatic and riparian biodiversity of the area <br />and any cumulative impacts which may impair preservation of the natural aquatic ecosystem within the <br />National Monument. <br /> <br />19. EPA; pl,'3. Assessing the cumulative impacts from your proposed action will be a challenging <br />task. For example, the State of Colorado's Colorado River's Compact apportioned water rights <br />development potential can come from several other basins in additional to the Gunnison River. The <br />possible upstream depletion by the proposed Union Park Project should be addressed. Note that the <br />Federal Energy Regulatory Commission has indicated the cumulative impacts of the proposed Union <br />Park project will be addressed in its upcoming EIS on the Rocky Point Pumped Storage projecl.... <br /> <br />12. <br /> <br />EPA; p2,'1. .. .Consideration of means to address the ecosystem needs in preserving the National <br />Monument values will be essential.
