This document <br />contains an analysis of the environmental impacts of various alternatives for final <br />implementation of the Colorado Ute Settlement Act. One of the alternatives analyzed is the <br />Administration Proposal, which was announced August II, 1998, and is limited to a smaller dam <br />and reservoir designed to supply municipal and industrial water to the Colorado Ute Tribes, <br />Navajo Nation, and non-Indian entities in the local area. . <br /> <br />,~ <br /> <br />The Animas-La Plata Project was authorized by the Colorado River Basin Project Act of <br />September 30, 1968 (Public Law 84-485), and would be located in southwestern Colorado and <br />northwestern New Mexico. Since its authorization, several studies have been completed <br />regarding the project. The results of these studies were summarized in the 1979 Bureau of <br />Reclamation Definite Plan Report, 1980 Final Environmental Statement, 1992 Draft Supplement <br />to the Final Environmental Statement, and 1996 Final Supplement to the Final Environmental <br />Statement. <br /> <br />~ <br />~ <br />~ <br /> <br />'fhe DSEIS was prepared by the Bureau of Reclamation with the participation of the Ute <br />Mountain Ute Tribe as a co-lead pursuant to the Tribe's right to assume certain agency <br />responsibilities under the Indian Self-Determination Act. The extensive history of the project, <br />along with a wealth of data and analyses, have been used to develop the DSEIS. <br /> <br />t <br />~ <br />r. <br /> <br />The DSEIS presents ten alternatives, including some that were developed during the 1996 <br />Romer-Schoettler process led by former Colorado Governor Roy Romer and Lt. Governor Gail <br />Schoettler. The alternative have been evaluated in light of their ability to meet project purpose <br />and need, their potential environmental impacts, and for economic and technical feasibility. <br />
