<br />I <br />I <br /> <br />FOREWORD <br /> <br /> <br />I <br />I <br />I <br /> <br />I <br /> <br />This report describes the theoretical developments and illustrates <br />, , <br /> <br />the applications of techniques that recently have been assembled to <br /> <br /> <br />analyze the cost-effectiveness of federally funded stream-gaging activities <br /> <br /> <br />in support of the Colorado River compact and subsequent adjudications.
