Introduction <br /> <br />The Guidelines for Water Quality Planning in Colorado <br />require annual updates of Areawide Water Quality Management <br />Plans under Section 208 of the Federal Clean Water Act. The <br />purpose of the 1986 plan update is to satisfy the <br />requirement for an annual update of the plan to reflect the <br />progress in plan implementation. A second purpose of the <br />plan update is to resolve a list of deficiencies developed <br />by the Colorado Water Quality Control Commission as a result <br />of certification hearings conducted during the fall of 1985. <br /> <br /> <br />The Northwest Colorado Council of Governments Areawide Water <br />Quality Management Plan (NWCCOG 208 Plan) 1986 Update is <br />structured t~ satisfy the requirements established under the <br />applicable State guidelines, to respond to the list of <br />issues developed by the Colorado Water Quality Control <br />Commission, and to satisfy local planning requirements which <br />dictate a flexible and innovative approach to water quality <br />planning to avoid future water quality problems. <br /> <br />The 208 Plan Update is described in two volumes and a volume <br />of eleven technical appendices. Volume I describes the water <br />quality program development in a format similar to the <br />specific items contained in Colorado's planning guidelines. <br />Volume I draws on material contained in previous 208 Plan <br />submittals which were presented in a policy plan format <br />(Volume II) and from technical appendix material. Volume I <br />provides supporting information for the development and <br />adoption of policies for water quality management currently <br />in practice in Region XII. Volume II is presented in a <br />policy plan format and describes the recommended plan of <br />action to protect and enhance the level of water quality <br />consistent with the requirements of the Federal Clean Water <br />Act. The appendices provide supporting technical information <br />regarding specific water quality problems addressed in the <br />plan. <br /> <br />Figure 1.1 provides a summary of the requirements for water <br />quality planning established under the State guidelines <br />compared to the elements contained in the 1985 NWCCOG 208 <br />Plan submittal. While it is clear from this figure that the <br />policy plan format (Volume I) together with the technical <br />appendices contain all of the State required elements, a two <br />volume format for presentation was chosen to increase the <br />utility of the 208 Plan. Volume II (PoliCY Plan) is retained <br />in substantially its original form which has heen the basis <br />for water quality improvement programs since 1978. <br />Modifications to the Policy Plan are readily discernible, <br />utilizing underscoring to display new material and <br />over striking to denote material deleted in the Policy Plan. <br /> <br />1.1 <br /> <br />.
