Water Quality Standards Recommendations

The 1986 Plan Update recommends modification of adopted
water quality standards to include new EPA requirements
for antidegradation where existing water quality is of
a higher level than the criteria estahlished by the
state to protect designated uses of the stream segment
or lake. Also recommended to be incorporated in the
water quality standards are acute and chronic toxicity
for aquatic life as recommended by EPA. As in previous
submittals to the Water Quality Control Commission,
designation of stream segments that are documented as
currently having a level water quality higher than the
minimum standards necessary to protect designated uses
are recommended to be classified as either Class I or
Class II high quality waters as denoted in Table 1.1 of
Volume II.

In addition to these general proposed water quality
standards recommendations, specific recommendations are
made to revise nutrient standards for Green Mountain
Reservoir following the completion of a recommended
monitoring program for that water hody.

Water Quality Monitoring Recommendations

I

Water quality monitoring needs are identified in the
water quality assessment section for each hydrologic
basin in the Region. These recommendations include
monitoring programs for mine drainage in areas with
identified water quality problems, evaluation of the
trophic status and nutrient sources in Green Mountain
Reservoir, and evaluation of factors important to
maintaining stream channel stability with decreased
flushing flows in the Williams Fork, Fraser and Blue
Rivers.

Waste load Allocations

I

New wasteload allocations for ammonia discharges to the
Fraser River are recommended in Policy 9 of Volume II.
A stndy on the water quality requirements to protect
aquatic life from toxic effects of un-ionized ammonia
was conducted and is included as Apendix C. It is not
anticipated that higher levels of treatment will he
required at point source discharges to meet these
requirement until the mid-1990's.
