Introduction. --Hoover Dam was constructed whol.J.y with. Fed- <br />eral. :f'unds by the U. S. Bureau or Reclamation. A specified space <br />in the reservoir is al10cated for rlood control, hence the operation <br />or the dam comes within the scope or Section 7 or the Fl.ood Control. <br />Act of l.944 (58 Stat. 890). This act reads in part * * * Hereafter, <br />it shal1 be the duty or the Secretary or Wsr to prescribe regulations <br />ror the use of storage alJ.ocated for f100d control or navigation at <br />al1 reaervoirs constructed whol.J.y or in part with Federal. funds pro- <br />vided on the basis of such purposes, and the operation of a~ such <br />project shal1 be in accordance with such regulations * * * *. This <br />report is prepared in accordance with instructions in Chapter 7'of <br />EM lllO-2-3600 dated 25 May 1959. A copy of the official flood- <br />control. regulations for Hoover Dam and Lake Mead is contained in <br />Appendix A of this report. <br /> <br />2. The report has been divided into three sections: (l.) a <br />general. section containing descriptive information pertaining to the <br />oversl1 project, (2) an operation section in which details concern- <br />ing the actual plan of operation sre presented, and (3) a pertinent- <br />data section containing basic data required for the operation of the <br />dam. A considerable part of the material. used in the preparation of <br />this report was supplied by the United States Bureau of Reclamation, <br />BouJ.der City, Nevada. <br /> <br />3. General description. --Hoover Dam is on the Colorado River <br />in Black Ca~on. The west wal1 of Black Ca~on is in Clark County, <br />, Nev., and the east wal1 is in Mohave County, Ariz. The dam is about <br />28 miles southeast of Las Vegas, Nev., and approx1mate1y 7 miles <br />east of BouJ.der City, Nev. (pl. 1). The drsinsge area above Hoover <br />Dam (pl. 2) comprises 167,Boo square miles including parts of the <br />States of Wyoming, Utah, Colorado, Nevada, Arhona, and New Mexico. <br />Tbe Colorado River above Hoover Dam rises in the Rocky Mountains of <br />Wyoming and Colorado and flows southwestward to Lake Mead for a <br />diatance of about 900 miles. Principal tributaries of the Colorado <br />River above Hoover Dam are the Green, Yampa, White, Uinta, DuChesne, <br />Price, San Rafael, Muddy, Fremont, Escalante, Gunnison, DOlores, San <br />
