Sl provides for division-wide <br /> <br />inventories or "tabulations" of decreed water rights to'be completed <br /> <br />by the division engineers. When the tabulation is completed, the <br /> <br />various lists of rights and priorities in the 70 former districts will <br /> <br />have been integrated and consolidated into priority lists of all appro- <br /> <br />priators who take water from the same source without regard to former <br /> <br />district boundaries. <br /> <br />S. Sl also provides a response to the need for integrated <br /> <br />administration of the division of surface and underground water supplies. <br /> <br />It approaches the problem by permitting the owner of a surface right to <br /> <br />secure authorization to have a well used as an alternate point of diver- <br /> <br />sion for the surface right, provided that the well is situated so as to <br /> <br />draw water from the same stream system as the surface right. Wells <br /> <br />which are not so situated are to be integrated into the lists of pri- <br /> <br />orities for their respective water divisions, and the priority is deter- <br /> <br />mined by the date of actual appropriation if the well owner files an <br /> <br />application for such determination before the cutoff date of July 1, <br /> <br />1972. <br /> <br />Pursuant to provisions of S. Sl, the general administrative <br /> <br />responsibilities are primarily handled by the state and division <br /> <br />engineers and by water judges. <br /> <br />Authorized to work with the state and division engineers, water <br /> <br />judges--designated district judges whose positions were created by <br /> <br />S. Sl--hear all matters. They act for the district courts which are <br /> <br />within their respective water division and which have exclusive <br /> <br />-3- <br />
