Drier <br />years inevitably will foll M', and the Project <br />reserves we strive to maim ih within the Pro- <br />ject will again prove invalua e. <br />For the third year in a row, t e District is <br />delivering non-charge water' for neficial use <br />within its boundaries. The District anages <br />the non~charge program to deliver th maxi- <br />mum amount of water that would othe ise <br />spill from the West Slope collection faciIit' s <br />yet assure all C-BT Project storage facilities <br />are at maximum capacity at'the end of the <br />runoff season. <br />The C-BT Project quota discussion at the <br />April 11 Board meeting was the longest of <br />recent memory. The Board debated the mer- <br />its and consequences of declaring a 50 or 60 <br />percent quota. Bya margin;of one vote, the <br />Board favored a 50 percent :quota. k is the <br />practice, the Board will revi'sit the decision <br />monthly through the summer considering <br />existing water supplies and, at its discretion, <br />will increase the quota if conditions warrant. <br />We have several projects, plans and policies <br />under consideration or nearing completion; <br />we hope the articles in this issue of WATER- <br />NEWS provide YOll with background infor- <br />mation and insight on man;y of them. <br />Intensive negotiations cO'1tinue over the <br />proposed Platte River Recovery Program, <br />The thrust of the program is to provide cer- <br /> <br />tainty regarding the impact of threatened and <br />endangered species and the Endangered <br />Species Act on water users and the yield <br />water users realize from their water rights. <br />. Plans for the Flatiron Bypass are pro~ <br />gressing. When built, the bypass will improve <br />reliability for south~end users who have <br />depended solely on Flatiron Unit No.3 to <br />pump C-BT Project water into Carter Lake. <br />. In an effort to assure compliance with <br />contractual terms and conditions, protect <br />northern Colorado's base water supply, and <br />ensure agriculture remains a significant com- <br />ponent in the C-BT Project, the Board in <br />February adopted an Interim Base Water <br />Supply Policy. Formulated by an ad hoc <br />committee of the Board, the policy will <br />remain in place until the Board adopts a <br />final policy. <br />. Inclusions of land into the District and <br />Subdistrict continue to increase to meet the <br />egion's needs. At the same time, a newly <br />fo ed group, the Northern Regional Water <br />Coa . tion, is working to address manage- <br />ment, evelopmenr and protection of north- <br />ern Col rado's water supply for the future. <br />. The r te structure for C-BT Project allot- <br />tees is unci r study by the District.
