<br />. <br /> <br />. <br /> <br />,. <br /> <br />The recovery goals also identify and establish "recovery factor criteria" which address habitat <br />characteristics, protection from overutilization and adequacy of regulatory mechanisms to protect <br />the fish. The USFWS indicated that recovery goals would be reviewed every five years and could <br />be modified if necessary. Several years ago, the USFWS developed a policy on the designation of <br />"distinct population segments" (DPS) for certain endangered species. In the context of the native <br />endangered fish, the USFWS could down- or de-list DPSs of the fish in the upper basin, but leave <br />the T &E status in place in the lower basin. Prior to the USFWS taking this action, I believe that the <br />USFWS must consult with appropriate lower basin wildlife resource management agencies and <br />affected stakeholders (e.g., LCR MSCP participants). <br /> <br />Because of the significant issues and concerns associated with the draft recovery goals (e.g., <br />Colorado pikeminnow repatriation, down- and de-listing criteria, etc.), I am recommending that the <br />Board prepare a letter detailing our concerns. <br /> <br />WESTERN WATER PLANNING <br /> <br />Colorado River Basin Salinity Control Forwn <br /> <br />In Washington D.C. all activities these past few weeks have been directed towards President <br />Bush's tax cut. The administration has indicated that the President's budget for FY 2002 will not <br />be released until April 3'd. Based on comments by Treasure Secretary Paul O'Neill that the overall <br />growth of the budget will be held to 4 percent, I would not expect to see any increase in agriculture's <br />budget for EQIP. <br /> <br />Glen Canvon Adaotive Management <br /> <br />The Glen Canyon Dam Adaptive Management Program Technical Work Group (TWG) met <br />on February 13-14,2001, in Phoenix, Arizona. The TWG reviewed preparations for the upcoming <br />river trip in late- March, discussed management objectives for additional research programs, recei ved <br />a briefing on Colorado River Basin hydrology, and discussed budget protocols and the federal budget <br />process. The TWG has scheduled another meeting for March 14-15,2001, in Phoenix, Arizona. <br /> <br />Additionally, the ad hoc committee of the Adaptive Management Work Group, of which I <br />am a member, has released the latest draft of the Glen Canyon Dam Adaptive Management Program <br />Strategic Plan Update. The Strategic Plan guides the work of the Glen Canyon Dam AMP through <br />an identification of the AMP's vision and mission, guiding principles, and goals and objectives. It <br />is in this document that the Basin States were able to ensure that appropriate language was inserted <br />to protect the dynamic nature of Lake Mead and Hoover Dam operations. <br /> <br />r <br /> <br />~e..~..~__~J"-~ <br /> <br />~ <br /> <br />Gerald R.
