Refilling of the feeder
was started the next day and normal service was l'estored at all
locations on March 25, 1950. The threefold PUI'pose of the shutdown
was to permit District crews to make a connection on the upper
feedel' for the City of Pasadena's Hastings reservoir, to install three
Tlew butterfly valves at the distribution system head works at Lake
Mathews, and to install the new gate guides in the present gate
frames of the mixing basins at the softening plant. At the same
time the softening plant and portions of the upper feeder and the
Santa Monica feeder were drained to permit maintenance work and
inspections. The special maintenance work at the softening plant
is described elsewhere. Other maintenance work performed that
could only be done during a system shutdown included the installa-
tion of a lO-inch vacuum valve and gate valve at Mountain Street
and Martelo Avenue in Pasadena to replace the former 8-inch in-
stallation, which was too small to permit rapid release of air during
retilling operations, Also an 8-inch vacuum vah'e and gate valve
installation was made on Mountain Street near Mar Vista Street.
Gear heads to provide for vertical valve operating stems were in-
stalled on 16 gate valves in vacuum valve structures between Lake
Mathews headworks and the Jurupa Mountains on the upper feeder,
Corroded fittings were removed and replaced in air release struc-
tures of the Santa Monica feeder and on the upper feeder between
Eagle Rock and the east portal of Pasadena tunnel. While portions
of the line were dewatered, an inspection of about 3 miles of the
interior of the enamel-lined steel pipe of Schedule 2S of the upper
feeder, crossing the valley of the Santa Ana River, revealed the
lining to be in excellent condition. During the short shutdown period
Pasadena supplied its own requirements from storage and local sup-
plies; Santa Monica was furnished exchange water by the District
through the Manning A venue connection with the Los Angeles city
system in West Los Angeles; requirements of the Los Angeles har-
bor area, Long Beach, Compton, and Tormnce were supplied from
storage in Palos Verdes reservoir; and Orange County agencies
were supplied from Orange County reservoir.
A portion of the Palos Verdes feeder was dewatered from Decem-
ber 18 to 23, 1949 to permit the installation by the construction
contractor of a tee section in the line to prodde a turnout for the
new Victoria Street lateral, and also to permit the installation of
new valves at the pressure regulating structures at Washington
