(c) To obtain from water originating in Colorado the highest duty for domestic uses and irrigation of lands in Colorado within the terms of interstate compacts. (d) To co-operate with the United States under the federal reclamation lows and other agencies. of the United States government for the construction and financing of works in the State of Colorado as herein defined and for the operation and maintenance thereof. (e) To promote the greater prosperity and gen- eral welfare of the people of the State of Colorado .by encouraging the organization of woter conserv- ancy districts os provided in this article. 'I 11 11 [I 150-5-3 JURISDICTION OF DISTRICT COURTS. The district court sitting in and for any county in this state of any judge thereof in vocation, is hereby vested with iurisdiction, power and authority when the conditions stated in section 150-5-4 ore found to exist, to establish water conservancy districts which may be en.tirely within or partly within and portly without the judicial district in which said court is located, for conserving, developing and stabilizing supplies of water for domestic, irrigation, power, manufacturing and other beneficial uses os herein provided; provided that the terms of this article shall not be construed to confer upon such district court jurisdiction to hear, adjudicate ond settle questions concerning the priority of appropriation of water between districts organized under this article and ditch companies and other owners of ditches drawing water for irrigation purposes from the same stream or its tributaries, and jurisdiction to hear and deter- mine such questions of law and questions of right growing out of or in C1ny way involved or connected therewith, are expressly excluded herefrom and shall be determined if'\. the proper CO\.ln1)' O~ otherWl~e provided by the laws of the State of Colorado. 150-5.9 APPOINTMENT OF BOARD OF DIRECTORS (1) (0) Within thirty days after entering the decree incorporating said district, the court shall appoint a board of directors of the district consisting of not more than fifteen persons who are residents af the 4 counties in which the water conservancy district is situated, 011 of whom shall be the owners of real property in said district. (b) At the expiration of their respective terms of office as fixed by the court, appointments sholl be mode by said court for the term of two years. the court shall fill all vacancies which may occur on the board. Each director shall hold office during the term for which he is appointed and until his successor is duly appointed and has qualified, and sholl furnish a corporate surety bond at the expense of the district, in amount and form fixed Clnd ap- proved by the court, conditioned for the faithful per- formance of his duties as such director. \~ '-. 150-5-10 ORGANIZATION OF THE BOARD OF DIRECTORS (1) Before entering upon hi5 official du1ies eac.h di- rector shall take and subscribe to an oath before an offic.er authorized 10 administer oaths, that he will support the constitution of the United States and the State of Colorado and will honestly, faithfully, and impartially perform the duties of his office and that he will not be interested directly or indirectly in any contract let by said district, which oath shall be filed in the office of the clerk of said court in the original case. (2) Upon taking the oath, the board sholl choose one of their number chairman of the board and president of the dis.trict, and shall elect some suitable person secretary of the board and of the district, who may or may not be a member of the board. Such board shall adopt a seal and keep in a well-bound book a record of all of its proceedings, minutes of all meet- ings, certificates, contracts, bonds given by employees and all corporate acts which shall be open to in- spection of all owners of property in the district, as well os to all other interested parties. (3) Each member of the board sholl receive as com- pensation for his service such sum os sholl be ordered by the court, not in excess of the sum of five hundred dollars per annum, payable monthly, and necessary tra....eling expenses actually expended while engaged in the performance of his duties. 5
