Forest and related range research -- the Rocky Mountain Forest and <br />Range Experiment Station at Fort Collins conducts studies for <br />improvement in forest and related range and watershed conditions and <br />management within the Basin. <br /> <br />The Forest Service also has program responsihility for forest lands in <br />P. L. 566 watershed projects. Forest lands from the Gunnison, Grand <br />Mesa and Uncompahgre National Forests are located in the Gunnison River <br />Basin. These lands are administered through the U. S. Forest Service <br />Supervisor offices at Gunnison and Delta. <br /> <br />The Soil Conservation Service furnishes technical assistance to the <br />Gunnison, Cimarron, Shavano, Uncompahgre, Delta, Glade Park and Upper <br />Grand Valley Soil Conservation Distri.cts in the Gunnison River Basin. <br />This assistance is provided primarily to assist farmers and ranchers <br />plan proper land use and apply needed soil and water conservation measures <br />on their lands. SCS has major departmental respansibility for soil surveys, <br />snow surveys and water-supply forecasting, watershed protection and flood <br />prevention programs, and technical assistance responsibility for the <br />Agricultural Conservation Program. SCS offices serving the Basin are <br />located in Gunnison, Montrose, Delta, Paonia, and Grand Junction. <br /> <br />The Watershed Protection and Flood Prevention Act, P. L. 566, as amended, <br />authorizes the Secretary of Agriculture to cooperate with qualified <br />local organizations in planning and carrying out works of improvement <br />for flood prevention and/or the conservation, de'Tlo!lopment, utiliz;ation <br />and disposal of water in watershed areas of 250,000 acres or less in <br />size. The act provides for technical, financial and credit assiStance <br />by the Department of Agriculture to groups of 13nd owners and operators <br />and others living within small watershed areas. ~lis project-type program <br />helps fiL~ the gap between farm-by-farm conservati,on operations and the <br />large project-type programs available from the Bureau of Reclamation and <br />the Corps of Engineers. 'rhe Soil Cons,?rvation Service has overall <br />responsibility for its administration. The Forest Service is responsible <br />for watershed treatment aspects on national forest and other forest lands. <br />The Farmers Home Administration is responsible for making loans in <br />connection with the program. <br /> <br />- 103 - <br />
