Schedule

Last month I published a tentative schedule for the 1999 Board meeting. Since I have not
received any comments concerning the schedule, I would request that the Board approve the meeting
schedule included in the Board folder.

PROTECTION OF EXISTING RIGHTS

Colorado River Water Reoort

During October 1998, storage in the major Upper Basin reservoirs decreased by 286,000
acre-feet and storage in the Lower Basin reservoirs increased by 44,000 acre-feet. Total System
active storage at the end of October was 55.605 rnillion acre-feet (mat) or 93 percent of capacity,
which is 0.404 maf more than one year ago.

November releases from Hoover, Davis, and Parker Dams averaged 15,990, 16,160 and
11,560 cubic feet per second (cfs), respectively. Planned releases from those three dams for the
month of December are 15,190, 14,720 and 10,990 cfs, respectively. The December releases
represent those needed to meet downstream water requirements plus those for flood control space
building.

The actual April through July 1998 wrregulated inflow into Lake Powell was 8.625 maf,
which is 112 percent of the 30-year average for the period 1961-1990. The wrregulated inflow into
Lake Powell for the 1997-98 water year was 13.660 maf, or 117 percent of the 30-year average.

The Lower Division states' estimated consumptive use of Colorado River water for calendar
year 1998, as estimated by Board staff on December II"', totals 7.835 maf and is projected as
follows: Arizona, 2.587 maf; California, 5.003 maf; and, Nevada, 0.245 maf. Estimated additional
unmeasured return flow credits of 0.252 maf would reduce the total amount to 7.583 maf. For
calendar year 1998, the Central Arizona Project (CAP) is projected to divert 1.234 maf and The
Metropolitan Water District of Southern California (MWD) is projected to divert 1.078 maf.
