Why <br />'s'hould Fait Morgan abandon its <br />~igh reputation as a farming com- <br />lriluiity and try to become a recrea- <br />'.ion center? Is there any place in <br />Eastern Colorado or Western Ne- <br />iraska 'where a multiple purpose <br />:eservoir has been built that it has <br />ncreased the prosperity of the sur- <br />ounding area or have homes or <br />Iroperties' been built at the edge <br />If such reservoir? <br />To obtain authorization and ap- <br />propriations from the Congress, <br />a'ny project must demonstrate its <br />'ability to repay the cost of water <br />used from tbe reservoir. Such wa- <br />rter must have a sound useful pur- <br />pose. Recreation, while desirable, <br />is always of secondary considera- <br />tion.
