This winter water i ow accumulation to the conservation pool did not significantly <br />g; depart from the 1950 to 1975 average historic winter storage amount of21,695-acre feet. ~^-o <br /> <br />At its December 2001 annual meeting, the Compact administration resolved to hold a special f6'~14. <br />Arkansas River Compact Administration meeting on May 9 - 10, 2002 in Garden City, Kansas. <br />The primary purpose of the meeting was to address possible resolution of disputed issues under <br />the 1980 Operating Plan. The administration also directed staff from Colorado and Kansas to <br />meet prior to the special meeting in an effort to better tmderstand and attempt to resolve many of <br />the issues, Accordingly, staff met on January 24, 2002 in Garden City, Kansas, February 19, <br />2002 in Pueblo, Colorado and April 16, 2002 in Pueblo, The staff level meetings and the special <br />compact meeting helped to further define the issues discussed at the December meeting, but no <br />resolutions were reached, <br /> <br />Kansas placed three calls for water from the Section II and Offset accounts during this compact <br />year, See Section 2 - Tables XI A - C for details, The first release totaled 3,480-acre feet of <br />Offset Account water during the period April 10 to April 19, 2002. The second call utilized <br />1,962 acre feet of Article II water and 293 acre feet of Transit Loss water during the period May, <br />1 to May 6, 2002, The third release started on June 17,2002 using Article II and Transit Loss <br />water, On July 1, 2002, the release continued but switched to Offset Account water with the run <br />ending on July 4th, In total, the third release utilized 11,137 acre feet of Article II water, 1,228 <br />acre feet of Transit Loss water and 2,009 acre feet of Offset account water. On June 24,2002, the <br />Colorado Division Engineer, pursuant to Section n E (5) of the 1980 Operating Plan, advised the <br />Kansas Water Commissioner of potentially excessive transit losses and unfavorable river <br />conditions due to the drought. <br /> <br />The accounting herein reflects no transfer of water pursuant to Section II E (4) of the 1980 <br />Operating Plan stemming from possible deficit deliveries in connection with releases to Kansas <br />in compact year 2002. There are several reasons for this; First, there has been no "transfer of <br />other water under sub-section III D" subsequent to March of 2002, Secondly, the Colorado <br />Division Engineer and the Kansas Water Commissioner have not reached agreement concerning <br />the amount of transit loss that occurred. Finally, Kansas has not communicated, subsequent to <br />the May 9,2002 meeting of the Operations Committee, its preferred interpretation of Section II E <br />(4) and Section III D of the 1980 Operating Plan regarding the specific account which is to be <br />credited with water to replace the delivery deficit. <br /> <br />Various releases and transfers from Colorado Section III accounts were made during the compact <br />year and are summarized in Section 2 - Tables III, IV and V, Additionally, Tables VI through <br />Table XII summarize the monthly transactions in several accounts. <br /> <br />The City of Lamar received approval from Kansas at the May 9 - 10, 2002 Compact meeting to <br />temporarily store water in John Martin during the compact year, The City utilized the account to <br />
