.

other measures for enhancement and protection of the environment

in the South Platte River basin within the States of Colorado and

Wyoming. Plate 1 in the back of this report shows the South

Platte River basin.

STUDY PARTICIPANTS

Numerous agencies, special groups, and individuals were con-

tacted during the course of this study as a part of insuring public

involvement in the needs identification phase of the study and the

completeness and accuracy of the information contained herein.

Those agencies, groups, and individuals providing study input or

coordination are listed in Appendices B, C, and D of this report.

Planning Uncertainties

The South Platte River basin is an area of changing economic,

social, and environmental patterns. It is an area with vast natural

resources, the limits of which are still largely unknown. The

demand placed upon these resources and the manner in which these

demands are met is the major source of concern and uncertainty

for water and related land resources planning in the South Platte

River basin in Colorado and Wyoming.

Population growth averaged 2.5 percent annually during the

1960's, nearly twice the national growth rate. This growth rate

increased to an annual rate of 3.5 percent in the early 1970's,

.

3
