Plate 1 in the back of this report shows the South <br /> <br /> <br />Platte River basin. <br /> <br />STUDY PARTICIPANTS <br /> <br />Numerous agencies, special groups, and individuals were con- <br /> <br /> <br />tacted during the course of this study as a part of insuring public <br /> <br /> <br />involvement in the needs identification phase of the study and the <br /> <br /> <br />completeness and accuracy of the information contained herein. <br /> <br /> <br />Those agencies, groups, and individuals providing study input or <br /> <br />coordination are listed in Appendices B, C, and D of this report. <br /> <br />Planning Uncertainties <br /> <br />The South Platte River basin is an area of changing economic, <br /> <br /> <br />social, and environmental patterns. It is an area with vast natural <br /> <br />resources, the limits of which are still largely unknown. The <br /> <br /> <br />demand placed upon these resources and the manner in which these <br /> <br /> <br />demands are met is the major source of concern and uncertainty <br /> <br />for water and related land resources planning in the South Platte <br /> <br /> <br />River basin in Colorado and Wyoming. <br /> <br />Population growth averaged 2.5 percent annually during the <br /> <br />1960's, nearly twice the national growth rate. This growth rate <br /> <br /> <br />increased to an annual rate of 3.5 percent in the early 1970's, <br /> <br />. <br /> <br />3 <br />
