<br />. <br /> <br />Flood Control <br /> <br />PROBLEMS AND NEEDS <br /> <br />MOUNTAINOUS AREAS <br /> <br /> <br />The flood hazard problem in the mountainous areas of the <br /> <br /> <br />South Platte River basin is characterized by narrow flood plains <br /> <br /> <br />which are, for the most part, undeveloped with the exception of <br /> <br /> <br />localized urban-type developments and associated smaller communi- <br /> <br /> <br />ties. These developments are quite substantial and encroach onto <br /> <br /> <br />flood plains due to lack of developable lands elsewhere. Floods, <br /> <br /> <br />which have occurred in this area, have caused millions of dollars <br /> <br /> <br />worth of damages to urban developaent, agricultural lands, and <br /> <br /> <br />transportation facilities. The problem is one that could get worse <br /> <br /> <br />as the urban localities continue to develop. <br /> <br />Detailed information delineating the extent of the flood <br /> <br /> <br />problems in the mountainous areas is, generally, quite scarce. The <br /> <br /> <br />need, at present, is to investigate the extent of the flood hazard <br /> <br /> <br />through flood plain delineation reports. The purpose of these <br /> <br /> <br />reports is to make available to state and local governments, inter- <br /> <br /> <br />ested agencies, and citizens a factual basis for guidance in plan- <br /> <br /> <br />ning and regulating the use of flood plains. The objectives of <br /> <br /> <br />these reports are: <br /> <br />. To compile information on floods and potential flood hazards; <br /> <br />. To encourage the optimum but prudent use of river valleys by <br /> <br />providing a factual basis for reducing future flood damages through <br /> <br /> <br />well-planned local regulation of flood plain use; <br /> <br />38 <br /> <br />. <br />
