<br />. <br /> <br />STUDY ELEMENTS <br /> <br />The study elements that are presented below are intended to <br /> <br /> <br />provide feasible alternative solutions to the water quality problems <br /> <br /> <br />and planning needs which have been presented. Each of the study <br /> <br /> <br />elements handles a particular problem which crosses subarea bound- <br /> <br /> <br />aries. These study elements are distinctly separable, but they <br /> <br /> <br />serve the purpose of unifying water quality planning in the South <br /> <br /> <br />Platte River basin. <br /> <br />Two of the proposed study elements, Metro Denver Stormwater <br /> <br /> <br />Runoff, and the Gilpin, Clear Creek, and Douglas Counties Urban <br /> <br /> <br />Study Supplement, are directly tied in with DRCOG's 208 Areawide <br /> <br /> <br />Study. The other two elements, Total Dissolved Solids in the South <br /> <br /> <br />Platte River Basin, and Beneficial Use in the Plains Area, are <br /> <br /> <br />directed at the subareas located from Denver north to the Colorado <br /> <br /> <br />State line. These elements include subareas with the DRCOG 208 <br /> <br /> <br />study area but the maJority of effort on these elements will be in <br /> <br /> <br />areas outside the 208 study area. All study effort within the <br /> <br /> <br />208 study area will be closely coordinated with DRCOG. <br /> <br />The Larimer-Weld Council of Governments (LWCOG) decided during <br />January 1974 to seek 208 designation for Larimer and Weld Counties <br />and to have LWCOG designated as the 208 planning agenCY. If EPA <br />approves the above designation requests, the magnitude and purpose <br />of subsequent funding could have considerable effect on the Total <br />Dissolved Solids element. Nonpoint source problems would likely <br />compose the majority of the 208 study effort. The Corps of <br />Engineers could act as the agency responsible for preparation <br /> <br />. <br /> <br />30 <br />
