.

development. Planning was initiated in early 1975 and the expected
completion date is January 1977. The 208 planning area includes all
of the five county jurisdiction of DRCOG as shown in figure 2. The
208 planning effort covers a much larger area than the 3-C plan.
This plan will update and expand both the 3-C and Mountain and
Plains Study. A computerized data retrieval system and nonpoint
source analysis will be included in the plan development.

EFFECTS OF PLANNING UNCERTAINTIES

There are four major areas of uncertainty associated with

planning for the quality of water needed to meet socially determined

requirements. They are:

The quality of the ground water in the basin.

The potential for reuse/recycle presently inhibited by
State laws.

The ability of the agencies presently charged with enforcing
State and Federal standards to perform their mandates.

The continued acceptability of water at the confluence of

the SOuth Platte and North Platte Rivers, and the potential change

of the influence of industrial users' water on silviculture and

agricul ture.

GROUND WATER

One major missing piece of information in the water quality

system is the quality of ground water. There are some indications

.

21
