"Controlled growth" <br /> <br /> <br />will tend to reduce ,the severity of the hazard and increase the <br /> <br /> <br />number of alternative solutions available. However, localized land <br /> <br /> <br />use decisions are most important in flood control in the South Platte <br /> <br /> <br />River basin, therefore, the uncertainties connected with the future <br /> <br /> <br />values of the planning variables must be thoroughly evaluated in <br /> <br /> <br />each isolated planning case. <br /> <br />Alternative futures affect wildlife through changes in human <br /> <br /> <br />population, participation rates, habitat, and funds for supply <br /> <br /> <br />augmentation and in turn abundance, in numbers and in available <br /> <br />species for hunting, fishing, and observing are affected. "Con- <br /> <br /> <br />trolled growth" may improve habitat. "Economic crisis" may also <br /> <br /> <br />reduce big game hunting pressures and may decrease habitat for <br /> <br /> <br />small game if marginal lands are put into agricultural production. <br /> <br /> <br />Therefore, projected participation rates for all wildlife activities <br /> <br /> <br />will not change drastically except when a combination of alternative <br /> <br /> <br />futures include an economic or energy crisie in which case only the <br /> <br /> <br />participation rate for big game hunting is expected to decrease <br /> <br /> <br />slightly. Habitat could be severely decreased if the future includes <br /> <br /> <br />energy and food crisis and only moderate improvement or a slight <br /> <br /> <br />moderating effect is expected if "controlled growth" or "economic <br /> <br /> <br />crisis" is included in the future. Funds for supply augmentation <br /> <br /> <br />may increase slightly if "controlled growth" is part of the future. <br /> <br /> <br />However, an economic crisis could seriously reduce funds available <br /> <br /> <br />for water supply augmentation and preservati~n of habitat. <br /> <br />. <br /> <br />11 <br />
