Characteristics include decreased <br /> <br /> <br />migration, unstable gross regional product, high unemployment, and <br /> <br /> <br />a decrease in discretionary income. <br /> <br />"Food crisis" represents a future in which the U.S. must <br /> <br /> <br />restrict food exports because of severe national shortages. Charac- <br /> <br /> <br />teristics include an improv~d economic position for agriculture, <br /> <br /> <br />severe dislocations and cost of food products, increased inflation, <br /> <br /> <br />and a decrease in discretionary income. <br /> <br />EFFECT ON WATER AND LAND PLANNING <br /> <br />Alternative futures affect the need for and the feasibility of <br /> <br /> <br />irrigation through changes in crop values, irrigation costs, and <br /> <br />availabili ty of water. "Controlled growth" should not impose <br /> <br /> <br />significant changes in the values of these variables. "Economic <br /> <br /> <br />crisis" may cause major decreases in crop v!\lues and minor decreases <br /> <br />in irrigation costs with a resultant decrease in the economic <br /> <br /> <br />feasibility of present and additional irrigation. "Energy crisis" <br /> <br /> <br />may increase irrigation costs and depending upon the use of water <br /> <br /> <br />for development of both east and west slope energy resources, may <br /> <br />decrease the amount of water available. This would result in <br /> <br /> <br />decreased economic and technical feasibility for existing and <br /> <br /> <br />additional irrigation. "Food crisis" may increase crop values <br /> <br /> <br />with a following increase in costs as demand for agricultural <br /> <br /> <br />supplies increases. The result would be either no change or a <br /> <br />modest increase in the economic feasibility of exisitng and <br /> <br /> <br />additional irrigation and a major increase in the need for additional <br /> <br /> <br />irrigation. "Food crisis" is the only alternative future expected <br /> <br />. <br /> <br />9 <br />
