Rcprc.scnt,"ltiv~s of other Federal and St.:"tte i.l.gcn-

des '1150 fJ3rticip;~ted in the delibentions of the Committee.

At its first tnC'eting, the Committee cOrlcltlded that in order to determine the probable

future avaiJabJe water supply at O..'crton und~r existing water "'ppropriations it would be n(~cessi1.ry

to use dif!err;n~ itssnmptions than those used either in the Burc2.u's Lower Platte Basin Report or in

Mcycr'~ Mid-.Sul.te Report. According:!'{, it was agreed:

(it) "That a study shall be made of the unused surface .and groundwater !';upply at Overton

under conditions of development existir..g in 1951. 'This study shall take into consideration Witter sup-

ply conditions existing during the years 1931 to 1950, inclusive.

(b) "Tha.t a study shall also be made of the prob<1-ble development that mal reasonably be

anticipated under cxisti~g a.pprQP.riations. II

Both of these assignments have been accomplished to the general satisfaction of the Com--

mittee members, using what they considered to be the logical ba.si.: a~sumptions upon which comprc-
,
mise agreement could be reached, but recognizing that the accuracy o{ We results is dependent upon

the validity of those basic assumptions. Those reviewing the studies should remember that these

conclusions cannot be eompal"cd directly with those of other engineering reports on the subject be-

cause of the use of di{[erent basic aS6lJmptions.

The Committee has considered existing land and water U!les and probable increases in

those USeS under c.xi:.iting rig-Us and appropriations. It has con!?id(~red the influr:r'.ce of geologic

fornutions and groundwat{:r levels, as revc;ded by the numerous test.porings and w.:,tcr lev~l obser-

vations mlJ.de by the eeological Survey, in coap<::r;~tion with the Nehra::;ka COl:"crv<itiQn and Survey

Division, and by the Public Power at:& Irrigation Di.stricts, on the recovery of present seepage lus.,

&~S from r~servoirs and. c2nals. .It has considered the rcl..~tion of precipitation and eV3.poT:J.tion to

available stre",m flow during the last ZO years, the possi.ble effect of c_J.:!itioilal UfH;tream water USf:,S

on the flow entering Nebraska through tll€ N01.th Pl.::.tte and SQuth Platte .Rivers, and the effect of well

irrig<>.tion in intercepting grQlll1dwat('J: flow that would othery..iec appear in the Rivers.

Published rep0rts ot the rc'cordcd runoff at t11(' stream gaging stations U$CQ in the opera~
tion studies upon which the I'c:;ults arc based are available for a.ll 01" pads of the 1931-1950 p~dQd.
For the E>tatiol1s where the records we.~c not a.vai1.;lble for ~11'; entire lO-year period, the missing J:'cc-
ortis were supplicd by cOl'rel<ltion with tllOse of l1cJ.~'by $L.~tions having: lon~-timc rccol'ds.
