PRESENTATION BY MARVIN J. GREER

I am going to give you a brief outline of the studies we
have made and point out the conditions upon which our results
are basedf then go through the results of our studies. A
mimeographed copy of these results will be passed out. We then'
have a lot of interesting detail to present to show how we
arrived at these results.

Our object is of course site selection between the Narrows
and Weld County sites located 24 miles apart. The Narrows site
being near Ft. Morgan, and the Weld County site being near Kersey.
In ,order to make the site selection, we developed certain criteria.
A sheet setting forth these criteris has also been passed out,
but we would like to come back to these later.

As shown on Exhibit 3, our study has five major divisions:
Preparatory, Historic, Adjusted Historic, the Intermediate Time
Level, and the Ultimate Time Level.

The Preparatory Study included consumptive use and crop
requirement, a land use study and a ground water utilization
study.

The Historic Study included studies of canal losses, water
utilization, return flow and river gains by reaches.

The Adjusted Historic Study consisted of certain adjustments
that had to be made to the Historic studies in order to give us
a proper base for the intermediate time level study. Since the
preparatory and the adjusted historic studies are only steps in
our procedure, we will only be referring to studies for three time
levels in the rest of this presentation.

The tremendous growth of the Denver metropolitan and other
urban areas in the basin are providing and will continue to
provide more water to the South Platte Valley through return
, flows. The increase will be gradual through the years. It was
therefore necessary for us to consider the water supply and demand
at different time levels. We have selected three levels - the
Historic, the Intermediate, and the Ultimate.

The Intermediate Time Level was by criteria established as
that time when full use will be made of the transmountain diversion
decrees plus pOSSible exchanges by the decrees of Aurora, Denver
and Englewood, excluding Denver's Eagle River decree. (This was
excluded because of the uncertainty of the amount which might
ultimately be diverted). The time of this intermediate time level
was then determined to be 1990.

2
