This equaliz- <br /> <br /> <br />ing effect results from the fact that the Colorado diversions include. in ad. <br /> <br /> <br />dition to currently produced streamflows, the rediversions of return flows <br /> <br /> <br />plus the diversions from the river of supplies previously stored in upstream <br />mountain reservoirs, which commonly are released at times of need when stream- <br /> <br />flows are least. <br /> <br />Note from Table 2 that. although the historically recorded us- <br />able Stateline flows and the calculated Kansas credits average the same, <br />(106,20) AF annually), nevertheless in 13 of the 16 years when the usable <br />Stateline flows were sub-average. they are exceeded by the calculated Kansas <br />credits by an 'average of 27.700 AF per year. Such additions to the supplies <br />usable in Kansas, at times when needs are greatest and supplies least, con- <br />stitute a substantial benefit. even though not refleoted in long-time average <br />figures. <br /> <br /> <br />8. No. The obligation assumed by Colorado is to deliver at the <br /> <br /> <br />Stateline a supply of usable water equivalent on the average to 12.4% of the <br /> <br /> <br />Oolorado diversions, but the maintenance of that relation is conditioned an <br /> <br /> <br />Oaddoa reservoir and waters impounded therein. <br /> <br /> <br />Note from paragraph 12 of the Patterson report of February, <br /> <br /> <br />1944, that Colorado agrees to maintain the s,,~d 12.4% relations.
