How dees the prcposed plan provide fcr the attainment of those <br /> <br />two objeotives1 <br /> <br />A. By defining the pre-,Oadd ca interstate relaticns in terms cf, <br /> <br /> <br />(a) the usable state line flows entering Kansas during the pre-Caddoa,period, <br /> <br /> <br />as a percentage of (b) the diversicns frcm the river during the same pericd <br /> <br />of all irrigaticn ditches in Water Districts 14, 17 and 67 in Colorado. (exolu- <br /> <br />sive cf supplies imported from other stre9.J1l systems), and by maintaining the <br />said interstate relaticns, Kansas is assured, first, that water supplies pre- <br /> <br />vicusly diverted and used in that state will not be interfered with ,by the <br /> <br />Oaddoa projeot, no.r diminished by its operations, nor depleted by inoreased <br /> <br />diversions in Celo.rado.; and seocnd, that the irrigaticn interests of Kansas, <br /> <br />by receiving a fixed percent of the diversions in Colcrado, will reoeive <br /> <br />their propertionate share of suoh additional supplies as may beoome available <br /> <br />for inoreased use through operations cf the Gaddoa projeot. <br /> <br />5. <br /> <br />Q. Will Caddca reservoir, when oompj.eted, ocntrol the flow of the <br /> <br />Arkansas Hi ver to. an extent such as to convert all previously unusable flows <br /> <br />into. usable water supplies? <br /> <br />(3) <br />
