Suoh questions oan be answered only from de- <br /> <br />tailed reservoir operation studies. and are not included in this discussion~ <br /> <br />(2) Local Arrangements. involving the l!elations between individual <br /> <br /> <br />appropriators in Water District 67. and between that group of water users <br /> <br /> <br />downstream from Caddoa and those upstream in Districts 14 and 17. which ar- <br /> <br />rangements involve understandings between the ov.ners of .......ter rights in the <br /> <br />Arkansas River in Colorado and the State administrative officials. all of <br /> <br />whioh are matters pr'oposed to be discussed at hearings later to be held. from <br /> <br />time to time. for that purpose. <br /> <br />(3) Interstate Relations. to the ~~"ent that suoh questions oan be <br />, , <br /> <br />ans~red in advance of the completion of detaited reservoir operation studies, <br /> <br />are here inai'ter di sc Us s ed . <br /> <br />( 1) <br />
