" <br /> <br />- <br />As stated above, completion of the Section 7 consultation for the <br />Animas-La Plata project would be subject to implementation of the .P.rogram. We <br />anticipate that in order to cooperatively develop and initiate such a program, <br />the consultation period must be extended until the spring of 1991, at which <br />time the Service would then issue a final biological opinion.
