We pro- <br />pose to commence negotiatings within the next 15 days with the <br />U.S. Fish and Wildlife Service and Bureau of Reclamation to <br />develop a reasonable and prudent alternative, which negotiations <br />are to be completed by January 15, 1991, <br /> <br />Elements we propose to consider in this reasonable and pru- <br />dent alternative include the following: <br /> <br />1. A San Juan River Recovery Program; <br /> <br />2. A five-year research program examining, inter alia, flow <br />and non-flow alternatives and impacts of those flows; <br /> <br />3, Reregulation of Navajo Reservoir and possible utilization <br />of unused flows from the Animas River or Ridges Basin <br />Reservoir; <br /> <br />4. Satisfaction of mitigation requirements related to Section <br />7 consultation for present and additional depletions of <br />water up to the level of New Mexico and Colorado compact <br />entitlements; and <br /> <br />5.
