<br />Publ ic hearing and scoping sessions are con-

<br />resources, relevant issues, and alternatives to
<br />the proposed action. The Preferred Alternative
<br />is a downward modification of Alternative 2.

<br />Fryi ngpan Ri ver was that a decl i ne in trout
<br />numbers of growth rates of fi sh coul d occur.
<br />It was not possible to quantify the potential
<br />changes at the population level. An important
<br />question to be considered in answering this
<br />comment is what level of change would constitute
<br />degradation. A slight reduction in numbers or
<br />growth rates of some fish would not necessarily
<br />represent significant degradation.
