The water will not be allowed to <br />be leased, sold, or donated without approval of <br />Reclamation. If water is projected not to be <br />available to meet all demands during the course <br />of the coming year, then a shortage condition <br />would be declared. <br /> <br />. <br />-.. <br /> <br />14-11: The Draft Supplement addresses.the changes in <br />fish habitat, particularly in dry years. The <br />cumulative, long-term impacts would be assoc- <br />iated in several dry years back-to-back. This <br />is not expected to be the case. Reclamation is <br />committed through the Operating Principles for <br />Ruedi Reservoir to provide specified minimum <br />summer and winter flows. At no time or at any <br />place in the Draft Supplement was fish stocking <br />proposed as a mitigatory measure. <br /> <br />14-12: It is not felt that the accuracy of the instream <br />flow analysiS technique is high enough to <br />identify changes in a specific month or for <br />changes that are 1 ess than 10 percent.
