<br />.. ... r- ,." <br />~,~~d <br /> <br />". +. . <br /> <br />Los Angeles, California <br />October 16, 1952 <br /> <br />Board of Directors <br />The Metropolitan Water District <br />of Southel'll California <br /> <br />'e <br />I <br /> <br />Gentlemen: <br />There is transmitted herewith the report of The Metropolitan <br />Water District of Southern Califol'llia for the fiscal year ending <br />June 30, 1952. <br />This is the first annual report of District operations which I <br />have had the honor to transmit since assuming the duties of gen- <br />eral manager and chief engineer on January 1, 1952. In taking <br />over the responsibilities of this office it was my privilege to succeed <br />Julian Hinds, who retired on December 31, 1951. <br />This report covers a year which marks the entrance of the Dis- <br />trict into its second decade as an operating organization. the first <br />softened and filtered Colorado River water having been delivered <br />to District constituents in the second half of June 1941. <br />At the end of this eleventh year of operation the area of the <br />District has grown by annexations to 995,000 acres from 389,588 <br />in 1941, the population of District components has increased from <br />2,100,000 to 4,026,000, and the tax base or assessed valuation has <br />expanded from $1,900.599,934 to $5,458,015,325 in Juu.e_Ul1i2. 5he <br />-------------- <br />tax rate has fallen from a maximum of $0.50 in 1945-46 to $0.30 <br />in 1951-52, and deliveries of Colorado 'River water have risen to <br />197,208 acre-feet in the last fiscal year. <br /> <br />The District now has undel' way the first major program of <br />enlarging its delivery facilities, to meet the growing demand for <br />Colorado River water resulting from the rapid addition to the <br /> <br />present component areas of population and industry and expansion <br />of District territory through annexations. <br /> <br />I <br />d, <br /> <br />Very truly yours. <br />ROBERT B.
