Santa Monica feeder completed. Orange County <br />feeder completed. <br />July 22. The death occurred of Frank E. Weymouth, <br />general manager and chief engineer of the District. Julian <br />Hinds, assistant chief engineer, was appointed to the position. <br />July 31. Initial stage of Colorado River aqueduct construc- <br />tion completed. <br />August 1. District changed from a construction to an <br />operation and maintenance basis. <br />Availability of Colorado River water for any demand guar- <br />anteed security from water Rhortage to every cOllstituent <br />area of the Metropolitan Water District. <br />December 7, Emergency guarding of aqueduct features <br />instituted immediately after Pearl Harbor. <br />1942 A supply of water in the Colorado Riv~r aqueduct made <br />possible the training by the United States Army of great <br />numbers of soldiers and airmen in open desert regions of <br />Southern California. <br />June. Annexation of Coastal Municipal Water District was <br />completed, <br />Certainty of an ample water supply was a detm'mining <br />factor in the locatiou of synthetic rubber plants and an iron <br />blast furnace and steel mill in this coastal basin. <br />Unused District power at Hoover Dam was made available <br />to near-by huge metallurgicai plant for production of mag- <br />nesium to satisfy wartime demands. <br />1943 January. Construction was begun of pipe line and reservoir <br />to deliver Colorado River water to Coastal Municipal Water <br />District. <br />May. Fourth and final generating unit in Parker power <br />plant started regular operation. <br />1944 February 22. Coastal District pipe line and reservoir com- <br />pleted. First delivery of Colorado River water to Laguna <br />Beach. <br />December. President Roosevelt approved an emergency <br />appropriation for construction of an aqueduct from the we,t <br />portal of San Jacinto tunnel to San Vicente reservoir of the <br />San Diego water system. <br />1945 April 4.
