Sparks, Director <br />Colorado Water Conservation Board <br />102 Columbine Building <br />1845 Sherman street <br />Denver, Colorado 80203 <br /> <br />Dear Mr. Sparks: <br /> <br />Enclosed herewith is our report on a study of projected municipal, domestic, <br />and industrial water requirements in the Dolores pro~ect area. Our investigations <br />have indicated that there is already a demand for treated water in excess of the <br />presently available supply in most rural sections of the study area. As the <br />trend towards settlement of the fringe areas surrounding Cortez continues, the <br />need for municipal, domestic, and industrial water will increase considerably. <br /> <br />Local interests appear to be unanimous in their support of the Dolores Project <br />and envision the project as a viable P9tential source of raw water to satisfy <br />long range municipal, domestic, and industrial requirements. For those who <br />wish growth to continue at its present rate, the immediate concern should be <br />with the acquisition of a firm supply of treated water for distribution to the <br />rural areas with this need. At the present time, there are sufficient resources <br />in the area to meet these increasing requirements for the interim period before <br />initial delivery of project water without necessitating the construction of <br />temporary treatment plants or storage reservoirs. Through a cooperative effort <br />with the City of Cortez, the immediate municipal, domestic, and industrial <br />water requirements can be met. <br /> <br />We recommend that the board of the Dolores Water Conservancy District seriously <br />consider the possibility of assuming the operation and maintenance of a district- <br />wide treatment plant and distribution system after completion of the Dolores <br />Project when conditions indicate this need. The cost of construction of main <br />transmission pipelines would be included as an integral part of the Dolores <br />Project while the cost of construction of treatment facilities would be borne <br />by the residents of the district. <br />
