We believe <br />that the conservatism built into this study is appropriate. <br />The analyses indicate, and we agree, that fully penetrating, <br />relief-drain wells should be constructed to develop low <br />level seepage exit gradients. In order to increase the <br />assurance that the wells will be operable during the life <br />of the structure, we believe the long term integrity of <br />the planned relief wells should be studied and a monitoring <br />and maintenance program developed. <br /> <br />. <br /> <br />. <br /> <br />Further, we are of the opinion that the consequences of <br />seepage through construction flaws (windows) in the slurry <br />trench should be studied.
