We believe
that the conservatism built into this study is appropriate.
The analyses indicate, and we agree, that fully penetrating,
relief-drain wells should be constructed to develop low
level seepage exit gradients. In order to increase the
assurance that the wells will be operable during the life
of the structure, we believe the long term integrity of
the planned relief wells should be studied and a monitoring
and maintenance program developed.

.

.

Further, we are of the opinion that the consequences of
seepage through construction flaws (windows) in the slurry
trench should be studied. Prior to any further expensive
seepage model studies, we believe that the hydrologic
data base should be improved.

If you have any questions concerning this report or the above
summary, please call.

Very truly yours,

t

S.
