<br />with the North Platte Decree and stipulation entered in the United
<br />States Supreme Court in the North Platte Case.

<br />Minimum releases from Buffalo Bill and Boysen Reservoirs are determined
<br />by irrigation demands during the summer months. Required releases
<br />during the non irrigation season vary depending upon downstream inflows
<br />to supply domestic and industrial demands and for ice control.
<br />
<br />A minimum release from Boysen Reservo~r of 250 ft3/s for maintenance
<br />of the fishery is increased to 300 ft Is at certain times of the year,
<br />when it is desirable, and smaller releases are not normally scheduled.
<br />However, during short periods, when the power facilities in the area
<br />may become isolated from other systems, releases as low as 100 ft3/s
<br />may be made if required to meet the area power requirements.

<br />Minimum releases of 15 ft3/s at Buffalo Bill Dam during the ice-free
<br />season and 50 ft3/s with a complete ice cover will generally satisfy
<br />the fishery needs between Shoshone and Heart Mountain Powerplants.
<br />Without adversely affecting the rights of irri~ation, it is considered
<br />desirable to maintain a minimum flow of 200 ft /s below Heart Mountain
<br />Powerplant for environmental purposes and fishery requirements.

<br />the District of Colorado in civil actions Nos. 2782, 5016, and 5017,
<br />calls for the development and submission of operating plans for
<br />Green Mountain Reservoir are includes as a part of this report.

<br />The October 12, 1955, Stipulation and Decree, the April 16, 1964,
<br />Stipulation and Decree, the November 2, 1977, Memorandum Opinion and
<br />Order, and the February 9, 1978 Supplemental Judgment and Decree,
<br />Consolidated Cases Nos. 2782, 5016, and 5017, together with Senate
<br />Document No. 80, 75th Congress, 1st session, all contain provisions
<br />that relate to the operation of the Green Mountain Reservoir. Such
<br />operation will be consistent therewith.
