Each project of the <br />system must be operated in accordance with the purposes for which <br />it was authorized and constructed. As stated previously, the objec- <br />tive of a coordinated system operation is to obtain optimum benefits <br />consistent with the operational limitations of the individual projects. <br /> <br />.;,..< - <br /> <br />;', .'" <br /> <br />,'.: ,'". <br />:/<~-"~'.I <br /> <br />'::".';', <br /> <br />The integrated operation of the system is planned and coordinated <br />by the Bureau of Reclamation's Water Scheduling Division of the South <br />Platte River Project Office in Loveland, Colorado. This organzation <br />collects and analyzes information daily and makes the decisions <br />necessary for a successful operation of the system. This is a contin- <br />uous water-management function involving coordination among Upper <br />Colorado, Upper Missouri, and Lower Missouri Regions of the Bureau <br />of Reclamation. When reservoir levels rise into the exclusive flood <br />control pools at Glendo or Boysen Reservoirs, the flood control <br />operation is directed by the Omaha District, Corps of Engineers, <br />Omaha, Nebraska. <br /> <br />,...'. <br />.'-..'....-. <br />~. , " <br /> <br />. ~,..' .j" <br />)'.~..;.~.;:'~I <br /> <br />~~~:::;:f~t~ <br /> <br />.:.:.;(.;.~; <br /> <br />Experience has proven that in a multiple-purpose system such as this, <br />proper utilization of the available water resource can be achieved <br />only through careful budgeting of the anticipated water supply. <br />The technical end-product of this budgeting process is an "Annual <br />Operating Plan." ".0 <br />.:...,;.:-:. <br />..::~':.~....;:~ <br />, " <br /> <br />Operating plans are prepared for "reasonable maximum" and "reasonable <br />minimum" conditions of water supply and requirements, as well as for <br />the "most probable runoff" condition. The system is operated in <br />accordance with a plan of action to best utilize the "most probable" <br />water supply without jeopardizing operational position should either <br />"reasonable maximum" or "reasonable minimum" water supply conditions <br />occur. The plan is restudied and revised from time to time during <br />the year whenever new information or changing conditions indicate this <br />to be desirable. Flexibility is a keynote of the plan.
