The system is operated for irrigation, municipal and industrial,
hydroelectric power production, flood control, recreation, fish and
wildlife preservation, and other purposes. Each project of the
system must be operated in accordance with the purposes for which
it was authorized and constructed. As stated previously, the objec-
tive of a coordinated system operation is to obtain optimum benefits
consistent with the operational limitations of the individual projects.
The integrated operation of the system is planned and coordinated
by the Bureau of Reclamation's Water Scheduling Division of the South
Platte River Project Office in Loveland, Colorado. This organzation
collects and analyzes information daily and makes the decisions
necessary for a successful operation of the system. This is a contin-
uous water-management function involving coordination among Upper
Colorado, Upper Missouri, and Lower Missouri Regions of the Bureau
of Reclamation. When reservoir levels rise into the exclusive flood
control pools at Glendo or Boysen Reservoirs, the flood control
operation is directed by the Omaha District, Corps of Engineers,
Omaha, Nebraska.
Experience has proven that in a multiple-purpose system such as this,
proper utilization of the available water resource can be achieved
only through careful budgeting of the anticipated water supply.
The technical end-product of this budgeting process is an "Annual
Operating Plan." The system is operated on a water year (WY) basis.
The operating plan for the system is prepared in October or November
of each year following the Annual Operating Plan Review and Criteria
Meeting.
Operating plans are prepared for "reasonable maximum" and "reasonable
minimum" conditions of water supply and requirements, as well as for
the "most probable runoff" condition. The system is operated in
accordance with a plan of action to best utilize the "most probable"
water supply without jeopardizing operational position should either
"reasonable maximum" or "reasonable minimum" water supply conditions
occur. The plan is restudied and revised from time to time during
the year whenever new information or changing conditions indicate this
to be desirable. Flexibility is a keynote of the plan. Computer
programs were utilized by the Bureau of Reclamation to develop plans
of operation and water supply forecasts.
