<br />(2) New Customer Market Area. Two commenters, one in <br />Texas and another in South Dakota, shared a common concern that they <br />were apparently disregarded as new customers in the hypothetical <br />allocations that accompanied the 1984 Proposed Criteria. Western's <br />treatment was not in error because the description of the proposed <br />market area for new customers does not include Texas or South <br />Dakota. Western accordingly concluded that these entities are not <br />eligible for consideration as prospective customers. Although a <br />member of the South Dakota entity serves the northeastern portion of <br />Wyoming, this service area is outside that portion of southwestern <br />Wyoming within the Colorado River Basin that comprises a portion of <br />the proposed new customer market area. <br /> <br />Western has reexamined the description of the new customer market area <br />presented in the September 1984 FEDERAL REGISTER notice and has <br />provided improvements to the description so that the market area is <br />clearly limited to the Salt Lake City Area of the Northern Division. <br />In add:ition, the portion of Arizona included in the Salt Lake City <br />Area has been redescribed to include the service area of those <br />Northern Division cooperatives serving retail customers in Arizona. <br /> <br />c. Summary and Conclusion: <br /> <br /> <br />As no new arguments were presented that would persuade Western to <br /> <br /> <br />reconslder the proposed adjustment of Southern Division allocations, <br /> <br /> <br />the proposal will be adopted in these criteria. <br /> <br />35 <br />
