<br />Since acquiring the means to distrib~te power can be a lengthy and <br />difficult process and must be completed by September 1988 to meet the <br />eligibility requirements, Western is,unwi11ing to generally extend the <br />deadline for taking "significant and tangible steps." However, those <br />municipalities who have already taken initial steps and have requested <br />an extension of Western's deadline, $uch as Santaquin and Elk Ridge,. <br />Utah, will be granted a 3-month extension from the date of the <br />publication of this notice to show that "significant and tangible <br />steps" have been taken to acqui re the means to di stri bute power by <br />September 30, 1988. Such municipalities will therefore be included in <br />the proposed allocation process if they submit applications for <br />power. <br /> <br />In December 1983, the city of Panguitch, Utah, submitted a letter to <br />Western requesting information on the necessary steps to qualify as an <br />e1igib-1e customer in the post-1989 period. Without realizing that <br />load data had been submitted on their behalf, Western replied that the <br />city was ineligible to participate. Since the city's failure to meet <br />the deadline for taking "significant and tangible steps" may have been <br />due to Western's response upon discovering that data for Panguitch had <br />been provided, Western notified the ,city that it would have 3 months <br />(until December 4, 1985) to submit information documenting <br />"significant and tangible steps" ta~en prior to that date to acquire <br />utility responsibility. A letter a~d a formal resolution were <br />submitted by the city prior to the Oecember 4, 1985, deadline <br />documenting the significant steps taken to acquire utility <br /> <br />26 <br />
