<br />Western eliminated the initially proposed special eligibility <br />requirements for wholesale utilities in the 1984 Proposed Criteria. <br />However, Western indicated that both wholesale and retail utilities <br />would be required to inform consumers of the source and cost of <br />vari ou$. components of power supply. That proposed requi rement is <br />discussed under the Contract Issues (section F.4). <br /> <br />The 19a4 Proposed Criteria required existing customers to demonstrate <br />compliance with the spirit of the Resale article in its current <br />contract to avoid a reduction or elimination of its potential <br />allocation. <br /> <br />a. Comments: <br />- Deadline for taking "signHicant and tangible steps" to <br />acquire the means to distribute power should be extended. <br />- Conservation and renewable energy programs should or should <br />not be an allocation criterion. <br /> <br />b. Discussion: <br />The above issues and comments have been grouped for discussion <br />into the following numbered categories: <br />(1) Applicant Profile Data; <br />(2) Deadline for Attaining Utility Status; <br />(3) Resale Compliance by Existing Customers; and <br />(4) Other Special Eligibility Requirements. <br /> <br />23 <br />
