resource. Additional public meetings are scheduled in early April 2001 in Farmington and Bluff,
Utah, to receive comments on the proposed 2001 low flow test. In March 2001, Reclamation has
also received a letter from the New Mexico Department of Game and Fish that described their
official issues relative to the test.

The test has been discussed with potentially affected Indian Tribes and State and Federal
agencies. The idea of testing is generally supported, although concerns have been expressed
about even the short-term effects on water diversions and recreation. The SJRBRIP Biology
Committee has supported the test and the U. S. Fish and Wildlife Service has indicated support.

SUMMARY

The potential for significant impacts to a variety of resources from long-term low flows in the
San Juan River is recognized. The short-term test is not expected to result in significant impacts;
however, it is expected to provide valuable information to evaluate long-term impacts of changes
to the reservoir and river operations.
