Horrill, Chief Engineer <br />colorado Water Conservation Board <br />Denver, Colorado <br /> <br />June 8, 1966 <br /> <br />The San Higuel Reclamation project is a proposed multi- <br /> <br />purpose water resource development in southwestern Colorado, approxi- <br /> <br />mately 40 miles from the state's western border and 80 miles from <br /> <br />its southern border. It would develop flm-Is of the San t4iguel <br /> <br />River for irrigation, municipal and industrial uses. It would <br /> <br />also provide flood control, recreation and fish and wildlife en- <br /> <br />hancement benefits. <br /> <br />An expansion of_the agricultural base is urgently needed <br /> <br />to offset the fluctuating and currently depressing effec~s of the <br /> <br />mining industry on the general economy of the project ar~~ ~- <br /> <br />agricultural development would create new settlement opportunities, <br /> <br />more work on existing farms, and employment in related service <br /> <br />industries. Such development would be a boon to the area' s younger <br /> <br />generation seeking job opportunities and to many now in the labor <br /> <br />force with uncertain futures in the mining industry. <br /> <br />Improved control of San Higuel River flows is desirable <br />
