Ot; BOAI//) <br /> <br />Rainfall and runoff throughout Arizona was notably <br />deficient during the months of August, September and October, <br />1967. Storage reservoirs were drawn upon to. augment th~ <br />deficient streamflow and the contents 6f all such reservoirs <br />has declined. <br /> <br />"....- <br /> <br />Status of State Pro~ects and State Planning <br /> <br />Prior to the issuance of the quarterly report <br />submitted for the 67-J meeting, the Arizona Water Quality <br />Control Council developed water quality standards for streams <br />in Arizona. These standards were compiled into a report <br />entitled "Water Quality Standards for Streams in Arizona." <br />This report was furnished to the Federal Water Pollution <br />Control Administration in accordance with the Water Quality <br />Act of 1965. . The Federal Water Polution Control Adminis- . <br />tration has taken exception to some of the standards which <br />were adopted and has urged Arizona to adopt finite values for <br />dissolved solids in the various streams of the State. Because <br />of the wide variety of conditions which occur throughout. the <br />State in water quality and because of the paucity of water <br />quality data, Arizona continues to be of the opinion that it <br />. would be unrealistic to attempt to set forth the upper limits. <br />... of total dissolved solids in specific terms until sufficient <br />data have been accumulated to permit. realistic standards to <br />be promulgated. .,. . <br /> <br />During the early part of September Arizona was <br />host to.the annual convention of the Association of Western <br />State Engineers. The keynote of that meeting was the subject <br />of the respective roles of the federal and state governments <br />with reference to water rights. At that meeting, it was . <br />clearly evident that the states are extremelyapprehensi ve <br />..over the progressively increasing. control which the federal <br />government is seeking to exert over water rights. .As might. <br />be expected, the Association members.are'firmpelievers in <br />state control over water rights. A panel discussion was <br />held on'this subject and numerous conferences of an execu- <br />tive nature were held with various federal officials. The <br />. Association of Western State Engineers.has appointed a <br />committee to study this matter further and anticipates a <br />continuing program in an effort to reach a mutually agree- <br />. able. solution to a problem which appears to be developing. <br />.. into a head on conflict of major. proportions. . .. . <br /> <br /> <br />~ -1- <br /> <br />. , <br />
